In adition to setting the "CheckValidity=true" for reactivation of the setup wizard, I also changed "DefaultAccess=corporate" to "DefaultAccess=user" in the settings/override/site.ini.append.php file. If I did not make this seccond change, I got a time out error. This was on a manual installation of Exponential-3.3-4 on windows XP with Apache 2.0.49, php-4.3.5 and mysql.
